ARTES Satcom Applications (SATCOM-APPS) projects aim to support design, development and demonstration activities of system and services making use of satellite telecommunications.The scope of the development can be any hardware, software, service or application item aligned with industry plans for future exploitation. A characteristic of the ARTES SATCOM-APPS projects is to assess the effects of the developed product (e.g. a system, or a service) through an extensive pilot with the users.

They are implemented through Demonstration Projects and shall include a pilot utilisation phase, in which the applications are used by one or more end-users in an operational context representing the target-user environment. The objective of this phase is to prepare the Contractor for the provision of sustainable and operational services. The pilot utilisation shall qualitatively and quantitatively prove the overall validity of the applications using satellite telecommunications in terms of:

  • Technical suitability to respond to the end-user needs
  • Sustainability of the business model

The project duration depends on the complexity of the activity and is typically between 12 and 24 months.

Outline Proposal Development Tool

An interactive online guide, the Outline Proposal Development Tool, has been specifically designed to help the applicant to prepare Outline Proposals for ARTES Satcom Applications

Projects. The online guide provides eleven modules, each addressing a specific section of the Outline Proposal. Tutorials, tools, worksheets, tips and techniques are provided inside each module in order to help creating the Outline Proposal.

Funding Scheme

Funded participation to the ARTES Satellite Communications Applications (SATCOM-APPS) programme is open to any public organisation, commercial client worldwide or space company, residing in any of those states that subscribed to the ARTES SATCOM-APPS programme.

To date, Austria, Belgium, Canada, Czech Republic, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxemburg, The Netherlands, Norway, Portugal, Romania, Spain, Sweden, Switzerland and the United Kingdom have subscribed.

Funding of the individual Prime or subcontractors is subject to authorisation of the required ARTES IAP budget by the related National Delegation(s). As documented in the ARTES Declaration and Implementing Rules, the delegations are free to decide whether or not to support an entity. Therefore bidding teams are requested to obtain a Letter of Authorisation from their national delegation before submitting a Full Proposal.

An essential element of the ARTES SATCOM-APPS programme is the sharing of funding by ESA and industry. Activities may be funded by ESA up to 75% of the cost of the project.

Responding to the ARTES SATCOM-APPS Call for Proposals involves the submission of an Outline Proposal by using the applicable template in the documents section. An interactive online guide, the Outline Proposal Development Tool, has been specifically designed to help the applicant to prepare the Outline Proposal.

Received Outline Proposals are then subject for evaluation by ESA in order to assess the compliance of proposed activities with the selection criteria of the ARTES SATCOM-APPS programme. Following approval, applicants are invited to submit Full Proposals in a given timeframe.

The submission of the Full Proposal initiates the evaluation process according to ESA regulations and procedures. Due to the direct negotiation character of the proposal, shortcomings of the proposals trigger clarification and iteration loops with the involved consortia. Only the positive conclusion of the proposal evaluation results in a negotiation meeting and contract award.

Registration as Bidder

Prior to submitting a Full Proposal, the Prime and all subcontractors must register as potential bidders via esa-star. This process needs to be started as soon as possible, as it will take time to complete.
